When I don't have pockets, it's usually because I'm at church and 6/7 of my skirts don't have pockets, but if I'm at church I usually have my son with me, so I just add to the diaper bag. (There's a big pocket in the back that I stuff my wallet &c. into - it wouldn't work for something meant to stay there, like a first-aid kit, and it won't really hold a water bottle for me (I've tried), but for short-term like that it works.)
