Do you have any other fidgety finger activity you like that you could substitute when you feel tempted? Maybe use the rubberband on wrist as a reminder only (no snapping), and make sure your fidgety thing is kept near your bed (or wherever you are when you feel the urge). I understand the urge so much (also a picker here), but I've never had side-effects bad enough to need to stop. Good luck, I hope you find something that helps!
